I am hoping that someone out there may be able to help me please? I am in the process of importing a South African built Riley 1.5 from S A where it is registered. This needs to be registered in this country and the DVLA process looks to be pretty daunting! Hopefully someone else may have gone through this procedure and would be willing to give me some tips. The guide to filling in the form refers to a Certificate of Conformity to find answers to most of the questions like type approval number, length, HC, power, width, NOx, CO2, cc, wheelbase, sound level etc. Does anyone have a Certificate of Conformity or know where I can get one please? Hello Roy I imported a vehicle from the USA so know enough to be dangerous. I don’t know if you are handling the importation yourself, or using a shipping agent, but either way the first thing to do is make a NOVA application to HMRC within two weeks of the vehicle’s arrival. They will then calculate what you must pay. For a vehicle the age of yours, it should be zero import duty and 5% vat. The NOVA application is mandatory and you will not be able to register the vehicle without having done this first. The registration form (V55/5) looks quite daunting at first, but again, your vehicle’s age means you will register as “Historic vehicle” and so most of the form remains blank as you will not have, and do not need a Certificate of Conformity. Thank you Gordon - I was daunted by the complexity of the form and nowhere could I see on the DVLA sit anything about a historic class. Now I know that and looking at the Lambretta example I feel quite a lot better. I am using an agent to offload and organise the NOVA form so hopefully I am on the right road. I see that your friend has asked for you on Facebook and received a reply which I don’t think is totally correct with regard to vehicle inspection. If the DVLA wish to have the vehicle inspected, they now use subcontractors who will arrange to inspect the vehicle at your premises at an agreed time. The aim is to confirm that the vehicle is what you state it to be and they check and photograph various aspects such as chassis and engine numbers and vehicle condition. Also, if the vehicle is over forty years old it does not need to be MOT’d in order to gain registration. My vehicle, a 1942 Ford GPW, was inspected at my home, all went smoothly, and I received my V5 shortly after. Some applications are selected for inspection, some aren’t.
When you have the vehicle on the road, an MOT certificate is not a requirement for vehicles over forty years old but roadworthyness is.

Hello Gordon, I am not sure about Facebook but it may be as I had asked Susie (RMC parts section) if anyone knew about the C of C. I am sure the information from you is correct and I will follow the steps shown using 'Historic' and leaving blank all the questions re. C of C. I know there is going to be a problem w.r.t the S A registration document so I am resigned to having an inspection. I did query how I could drive it to a testing station but you have answered that thanks. The ship is due to dock on the 5th June and available to be picked up on the 10th if I can find someone with a transporter to get it to me in Somerset. Cheers, Roy
